In the third Toutoh empire, crime rates rose to dangerous heights, prompting the implementation of a new regulation designed to speed up legal proceedings and relieve pressure on overcrowded prisons packed with inmates serving life terms without possibility of release. This regulation permitted trials to move forward and capital punishments to be issued even before the suspects were apprehended. To pursue these already sentenced offenders, the Special Executions police division was created.
