In the anonymous group chat frequented by some of Ikebukuro's most peculiar residents, a mysterious new participant named Saika begins sending enigmatic messages, which are initially dismissed as spam. However, a connection soon surfaces between Saika's posts and a string of recent slashing incidents. The media dubs the perpetrator the "Slasher," and the attacks continue unabated. Anri Sonohara receives a warning to steer clear of a teacher with a history of inappropriate relationships with underage students. Despite having made friends, Anri still deals with bullying; during one such incident, she encounters the Slasher and surprisingly manages to escape unharmed. Concurrently, a journalist probing into the identity of Ikebukuro's purported strongest man falls victim to the Slasher. With Shizuo Heiwajima being the leading contender for this title, he sets out to track down the elusive attacker. Izaya Orihara, the notorious information broker, hints that the Slasher might represent Ikebukuro's newest supernatural threat.
