Twenty years ago, a mysterious seismic event lifted the Yokohama area high into the sky, cutting it off from the rest of Japan. Over time, certain babies born in this isolated region began developing unique powers tied to their personalities. These altered individuals, called Alters, turned the once-familiar city into a chaotic and lawless place. As Yokohama slowly recovers, the Alerts have split into two factions: those backing HOLY, a strict organization seeking to restore order and moral standards, and those wanting to dominate the non-powered population. In the middle of this conflict is Kazuma, a powerful Alter whose only priority is protecting an orphaned girl named Kanami. Distrustful of both sides, Kazuma does not yet realize that he may hold the key to bringing peace between the warring groups.
