Summary
Mr. Hartmann held a high-ranking position within the East German Ministry of Health, which allowed him to work at Kinderheim 511. Tenma reached out to him to uncover more details about the orphanage and the origins of Johan Liebert. Intrigued by Johan’s intelligence and manipulative nature, Hartmann sought to transform Dieter, a child under his care, into a "monster" who resembled Johan. This ambition led him to physically abuse Dieter. Tenma eventually discovered the extensive bruises on Dieter’s body and rushed him to the hospital. He managed to convince Dieter to leave Hartmann’s care for his own safety.
