Kouzou Fuyutsuki, formerly a meta-biology professor at Kyoto University, serves as the Deputy Commander of NERV under Gendo Ikari. Though he possesses a professional demeanor and command presence, he is not a military man. Director’s cut materials reveal he received medical training but lacks a license to practice. The series offers no evidence of romantic relationships or dependents, hinting that he is a withdrawn academic and likely a lifelong bachelor. Peers and students once advised him to be more sociable, and his initial association with Yui Ikari was platonic and supportive. He was soon directed to take on Gendo Rokoboungi as a research assistant. Given SEELE’s long-standing machinations regarding Instrumentality, Fuyutsuki was likely monitored and targeted for recruitment early in his career. If Yui was a junior SEELE member, her connection to Gendo was also pre-planned. Fuyutsuki’s introduction to Rokoboungi, bailing him from jail, and reuniting with him post-Second Impact in Antarctica appear to be tests of his reliability and discretion to determine if he would accept SEELE’s agenda. Fuyutsuki’s view of Gendo as a "real bastard" was reinforced during the Antarctic mission, where he realized SEELE’s associates were more dangerous than anticipated. This voyage led him to uncover the truth behind Second Impact and SEELE’s role in it. When he threatened to expose Gendo’s deception in 2003, Gendo showed him a prototype Eva and asked him to help create a new future. Fuyutsuki agreed, though it is unclear if this was idealism or self-preservation, especially since SEELE had threatened to make him disappear, suggesting a Hobson’s Choice. Despite his initial dislike for Gendo, Fuyutsuki becomes his closest confidant and chief lieutenant. He acts as an external conscience for Gendo, balancing his genuine concern for NERV personnel with the ruthlessness required to pursue both SEELE’s Instrumentality plan and Gendo’s hidden goal of reuniting with Yui. Gendo’s dependence on him is shown by Fuyutsuki frequently taking initiative without waiting for orders. While Fuyutsuki maintained a professional demeanor toward Yui, the Destrudo experiment that killed her and sealed her soul into EVA Unit 01 likely affected him deeply. His feelings are revealed just before Instrumentality, when he sees an image of Lilith as Yui, who embraces him and comforts him as he dissolves into LCL.
