Summary
Saitō serves as a subordinate to Kirihara, typically donning a business suit. Although he holds the rank of officer, he displays a notable lack of common sense, evidenced by his decision to infiltrate a gang operation undercover while using his actual name. He has openly admitted to finding Kirihara intimidating, yet he remains fiercely loyal to her and will protect her from harm despite his fear. An OVA reveals that Saitō harbors romantic feelings for Kirihara; however, shortly after confessing them, both his and Kirihara’s memories are wiped clean due to a memory-erasing substance accidentally released by Mao.
