Known as Hilshire in the series, though his actual name is Victor Hartmann, he serves as an agent of Section 2 and acts as Triela’s handler. A former Europol detective, Hilshire adopts a hands-off approach with Triela and, similar to Jose, opposes the heavy use of conditioning. His past as a detective was marked by a traumatic incident where he was barred from confronting a child-torturing group on the front lines. His superior had criticized him as being too naive and unable to handle the pressure, a claim proven true when Hilshire broke down, whimpering excessively while watching the torture session on live footage, which ultimately led to severe mental depression.
