Summary
Matsunosuke Shibui makes his first appearance in Episode 1, "Tempestuous Temperaments," where he is initially seen issuing orders for the execution of Jin and Mugen. Flashback sequences reveal a corrupt official who extorts taxes from the local population. His Yagyuu guards are defeated by Jin, and he subsequently arrests and tortures Jin and Mugen for crimes they did not commit.
