Summary

Shinya Kougami is a twenty-eight-year-old main character and enforcement officer charged with managing crime. Born on August 16, 2084, he possesses a high criminal mentality. However, his exceptional skills as a detective allowed him to be released from custody under the condition that he join Unit 1 of the Public Safety Bureau as an Enforcer. Although he harbors a natural grudge against Makishima, the two are actually somewhat alike, a similarity demonstrated by Shinya's ability to foresee Makishima's actions.
