Summary

Kouko serves as the queen of Sai, having governed the nation for two decades in partnership with her kirin, Sairin. Before ascending to the throne, she held the position of Taifu, acting as one of the three key advisors to Shishou, her nephew and immediate predecessor. During this time, her son Eishuku served as the chousai, and Kouko acted as the foster-mother to Seiki, who was a page to Eishuku. After Suzu escapes from the Bluemist Aerie and the tutelage of the flying sage Riyo, Kouko and Sairin offer her refuge within the royal Choukan Palace. Although Kouko guarantees that Suzu will not be erased from the Divine Registry, she refuses to let Suzu join the other servants transferred from Riyo’s aerie to work in the palace. Believing that Suzu needs to learn to understand the emotions of others rather than making assumptions and facing disappointment when people fail to meet her expectations, Kouko sends Suzu away to explore the wider world. Though somewhat disappointed that Suzu chooses to go to Kei under the belief that its ruler will understand her better than Kouko or Sairin, she still provides Suzu with a travel pass and financial support, hoping that her journey will lead to personal growth.
