Kugelmugel is a character introduced to the Hetalia cast in 2011, representing the Republic of Kugelmugel. This micronation is situated in Austria and uses German as its language, though his birthday remains unknown. Despite his feminine appearance, he is male and not identified as a crossdresser. Liechtenstein mistakenly believes he is a girl, calling him cute and expressing confusion when other nations refer to him with male pronouns. Austria describes him as eccentric. Sealand, Wy, and Seborga initially tried to invite him to join their micronations club but were intimidated by his eccentricity. Ultimately, he joins the group despite never being formally invited. He views the act of declaring his independence as a form of art.
