General Blue serves as a high-ranking officer within the Red Ribbon Army, relying on a unique psychic ability known as chounouryoku to temporarily paralyze his opponents and secure victory. He repeatedly tracked and confronted Goku, eventually succeeding in stealing a Dragon Radar from him. Upon returning to the army's headquarters, Commander Red congratulated Blue on acquiring the device but reminded him that the primary objective was to gather the Dragon Balls, warning that failure was punishable by execution. Terrified by this threat, Blue was given a chance to redeem himself if he could defeat Tao Pai Pai. Tragically, Tao Pai Pai killed Blue by piercing a pressure point on his temple with his tongue. The character is also depicted as gay, a trait highlighted by his evident discomfort with Bulma and women in general.
