Synopsis
The "Hammer of Eden" catastrophe wiped out six billion lives and left ninety percent of the world's land under water. Fourteen years later, the New United Nations was formed to pursue peace across the devastated landscape. Keel is a boy who lives in the town of Yabitsu, which prospered from the energy of a nuclear generator left behind by the disaster. His relative Aoi serves as secretary general of the New United Nations, seeing the catastrophe as a chance to forge a new world where nations could support one another and rise above differences in race and religion. However, her vision fails because the nations refuse to change. Gould, a military officer, believes that only military force can bring about order. Using the nuclear submarine Ulysses and its crew, which includes Keel's brother Tean, Gould stages a coup and declares war on the New United Nations by attacking Yabitsu.
