Mikoto Suoh, the Red King, grows increasingly unstable as the strain of controlling his volatile abilities takes its toll. At the same time, Reisi Munakata is selected by the Dresden Slate to become the new Blue King.

More than ten years ago, a battle between the Red King Genji Kagutsu and the Blue King Jin Habari triggered what came to be called the Kagutsu Incident—a devastating catastrophe that destroyed part of eastern Japan and took over 700,000 lives, among them the two kings themselves. Years afterward, Goki Zenjo—once Jin Habari's right-hand man and one of the incident's survivors—comes back to serve at SCEPTER 4, which is now led by Reisi Munakata, the new Blue King. Even so, Zenjo struggles to regard Munakata as his rightful king. One day, Munakata asks Zenjo to take charge of training a new young recruit, Takeru Kusuhara, claiming that Zenjo's instruction will prove essential to SCEPTER 4's future.
