Youji and Kei, a boy and girl, reside in a town set in the near future alongside their foster mother, Anna. However, these seemingly normal children harbor a secret even their unwitting parent doesn't suspect: Youji and Kei are the town's superhero guardians! With a flick of their capes, the duo and their robotic bear companion, Oscar, safeguard the townspeople using their self-crafted high-tech gadgets. But what threat are they protecting against? And can these pint-sized heroes overcome the looming danger that threatens to shatter the town's peaceful daily life? It is Youji's birthday, but the young heroes—Youji, Kei, Kelly, and the little bear-like robot Oscar—ready themselves to protect their town, even though Youji shows little enthusiasm for the celebration. Kei, Kelly, and Anna, who raised Youji, appear to be scheming something in secret. Their plans are thrown off course when a sightseeing airship above the city starts to behave erratically, pushing the team to face their hardest challenge yet. With the arrival of a sophisticated Fastening Machine, the group must determine how to secure the town's future and bring back the happiness to Youji's special day.
