Summary
He serves as the captain of the Coast Guard Patrol ship that intercepts Kuze's fishing trawler. After Section 9 learns that the Coast Guard net has spotted Kuze's vessel attempting to enter Dejima, Nagasaki experiences a sudden and massive blackout. This power failure allows Kuze to flee the trawler with the plutonium. However, upon inspecting the case, he realizes he has been given lead bars rather than plutonium, a secret he keeps hidden from the refugees.
