Synopsis
The "Hammer of Eden" catastrophe claimed six billion lives and submerged 90% of the landmass. Fourteen years later, the New United Nations formed to pursue peace across the ruined landscape. Keel, a boy living in the town of Yabitsu, resides in an area that thrived on energy from the nuclear generator left by the disaster. His relative Aoi serves as secretary general of the New United Nations, seeing the catastrophe as a chance to build a new world where nations help each other overcome racial and religious divides. However, her vision fails due to the nations' resistance to change. Military officer Gould believes order can only be achieved through force. Using the nuclear submarine Ulysses and his crew, which includes Keel's brother Tean, Gould launches a coup, declaring war on the New United Nations by attacking Yabitsu.
