In a far-off future, Earth has become a barren wasteland devoid of any human life. The only inhabitants are intelligent robots, originally designed to be immortal. During the steam-powered era of Victorian Britain, the Industrial Revolution drives the empire's expansion. James Ray Steam, a young inventor from a distinguished family of innovators, resides in Manchester, where he spends his days laboring in local factories and gathering parts for his creations. One day, he gets a mysterious parcel from his grandfather, who is working with Ray's father in the United States. The parcel holds an odd ball fitted with a valve. Soon after, agents from the O'Hara Foundation storm his home, aiming to confiscate the object. Panicked and bewildered, Ray flees to the home of his grandfather's associate, Robert Stephenson, with his pursuers close behind. As he uncovers the secrets and capabilities of the ball, it becomes clear that multiple factions within the British Empire are competing to gain control of it.

As a result, Lum and Benten kidnap Ataru along with all the invited guests, leading to a chaotic impromptu wedding event.

However, Lupica isn't interested in Ataru for his good looks or winning personality—since he lacks both. Her true aim is the galaxy's most potent love potion, which she plans to use to make her beloved agree to marriage. To obtain it, she requires the being with the strongest lust in the entire cosmos...

While on an archaeological expedition at the farthest edge of the known universe, Professor Daiba unknowingly frees an ancient horror from its prison. Five years afterward, this malevolent alien entity executes a scheme that brings together the former crew of the Arcadia to once again travel the stars and also leads to Tadashi Daiba encountering Harlock for the first time (again).

This animated feature brings the Urusei Yatsura saga to a boiling point by adapting the final story arc of the original manga, though it is not the series' concluding film. Lupa, another of Lum's suitors, arrives on Earth, forcing Lum and Ataru to rekindle their game of tag to stop the planet from being obliterated. Ataru's only path to victory is uttering the three words "I love you," which he has stubbornly refused to say to Lum.
