Continues the story of Super Robot Wars The Original Generation: The Divine Wars
Two centuries have passed since the dawn of the Space Era, marking humanity's expansion from Earth into outer space. At the start of the 21st century, two meteors struck the planet, plunging human civilization into turmoil. By the year 179 of the Space Era, a third meteor impacted Earth in the Marquesas Islands of the South Pacific, leading the Earth Federal Government to uncover a secret technology known as Extra-Over Technology, or EOT. Dr. Bian Zoldark, director of the EOTI Institute (Extra-Over Technological Investigative Institute), discovered evidence that the creators of this technology were heading toward Earth—either to reclaim it or, worse, to invade. To protect humanity from extraterrestrial threats, the government begins researching and developing humanoid mecha called Personal Troopers.

Following the war's heavy casualties among key personnel, the Earth Federation Government undergoes reconstruction, with Brian Midcrid, head of the Unified Colonies, assuming the role of its president. At an emergency meeting of the Federation Diet, he openly confirms the presence of alien beings and discloses the details of the L5 campaign to the public—an event that becomes known as the "Tokyo Declaration." He further asserts that these extraterrestrials represent a serious danger to humankind.
