After a recap of the Transformers' arrival on Earth and the events involving Devastator, the OVA begins its original story with the Autobots constructing the powerful Scramble City, a project supervised by their newest member, Ultra Magnus. When the Decepticons catch wind of this, they dispatch their combiner robots to attack, sparking a battle with their Autobot counterparts.
