Synopsis
In a future where terrorism has become a daily occurrence in Japan, law enforcement has grown nearly as brutal as the criminals they pursue. Among them, a member of the Special Security Force known as Angel stands out as the most elite operative, willing to go to any lengths in her pursuit of justice. When Angel and her partner Raiden begin looking into a string of murders where the victims—all well-known criminals—are killed in particularly gruesome ways, their investigation leads them to a group of three psychics called the Hunters. This trio has united to track down and execute the city's worst scum, believing they are delivering their own form of justice. After several clashes between the police and the psychics, two of the Hunters start to question whether they are truly on the side of good. The third, however, cares more for killing than for any moral code. Enhanced with cybernetic upgrades from an unknown source, this rogue Hunter goes on a rampage, targeting the Special Security Force first. Even with assistance from the two reformed psychics and her partner Raiden—who becomes a cyborg himself after a tragic accident—Angel faces an uphill battle to locate the rogue psychic and uncover the organization that created the Hunters.
