Taki Kazuya, an Interpol agent stationed in New York City, is looking into a series of disappearances and murders that appear to be the work of something non-human. He often recounts the story of his friend, a cyborg hero known as Kamen Rider, who long ago defeated the evil organization Shocker in Japan, saving people from monsters without ever asking for reward. However, the only ones who believe his stories are a group of orphans he has befriended. After one of the orphans is turned into a monster, Taki tracks down the creature responsible and tries to fight it in a homemade costume, proclaiming himself a new Kamen Rider. He performs poorly and is nearly killed. At that moment, Takeshi Hongo—the original Kamen Rider—arrives to save him. Together, Hongo and a newly inspired Taki manage to defeat the creatures. Afterward, Hongo tells Taki that a new threat is emerging to endanger humanity and asks for his assistance, then departs to find more allies: the eight other Kamen Riders he once fought alongside. Taki continues his Interpol duties while also helping Hongo in his search.

Background
Kamen Rider Spirits is a sequel to many entries in the tokusatsu franchise Kamen Rider, bringing together characters from the franchise's first seven installments. It was originally serialized in Magazine Z and ended when the magazine ceased publication. The story was later resumed in Monthly Shonen Magazine with a sequel series titled Shin Kamen Rider Spirits. It currently holds the record for the longest running manga based on a tokusatsu show.
