After becoming the master of Kempo at Dairin temple and training disciples there, Chinmi loses contact with Kyorinji, a temple from the same order. He is then sent to the Kanan Autonomous region to investigate the situation. On his way to Kanan, Chinmi meets Pushin, a swordmaster, and they attempt to enter together. However, they are attacked while trying to cross the border and pursued by the Border Police, who chase them into a waterfall. A fisherman rescues them and helps them sneak into Kanan. The people of Kanan live under harsh oppression from the government. Chinmi befriends the locals and makes the momentous choice to liberate them using his Kempo. Sorabi Boru, the Lieutenant of the Border Police, and Jirai, the wicked king of Kanan, launch an assault on Chinmi.
