The story of "Ninku" centers on Fuusuke, a twelve-year-old boy with an unusual look who is a master of the Ninku fighting style, which combines ninjutsu with karate. Before the series begins, those who wielded Ninku were persecuted by a cruel empire, leading to the formation of the Ninku corps to fight back. After the war ended, the Ninku were defeated and nearly wiped out because the ruling powers saw them as a threat. Three years later, Fuusuke—once the young captain of the 1st Ninku corps and able to manipulate wind—sets out with his penguin Hiroyuki, who emits gas, to locate the other former Ninku captains, each of whom controls a distinct elemental force. At the same time, a fresh group of Ninku users emerges with the goal of taking over the world. Fuusuke and his bird companion must stop this new Ninku empire with help from his old allies.
