Following her mother's death, Randou Rino transfers to Miyagami Gakuen, a school her pen pal Mr. Poppit recommended. Upon arriving, she unexpectedly joins the prestigious Gokujou Seitokai, the school's elite student council. Rino learns that Jinguuji Kanade founded Miyagami Gakuen to create a place for an unrestrained student experience, with the Gokujou Seitokai charged with protecting that freedom. The council is organized into three main branches—the Executive, Assault, and Covert units—along with the Vehicle Squad. Each member possesses unique abilities, including specialized combat skills or distinctive weapons like cards and yo-yos, as well as Rino's own companion, Pucchan, a living hand puppet.
