In a futuristic Tokyo in decline, humanity's genetic code has been damaged. Leading this technological evolution is the group Fraud, which performs tests on people like Kei and Ai—two fugitive headmeters who possess powerful psychic abilities. Mr. Lee, motivated by a wish to retrieve Ai, thinks she contains the key to great power. Kei's only goal is to keep Ai safe. At the same time, the mysterious Lai Lo Ching pursues his hidden objectives. With assistance from the amnesiac headmeter K2 and a loyal friend, Kei must battle to shield Ai from threats coming from Mr. Lee, Lai Lo Ching, and the hazardous condition of their world.
