In an alternate history following World War II, Japan is divided: the southern part of Honshu is under American influence, while northern Hokkaido is controlled by the mysterious Union. A strange metal tower rises high above Hokkaido, visible even from the northern reaches of Honshu. In 1996, Hiroki, Takuya, and Sayuri make a pact to construct a stealth aircraft so they can cross into Hokkaido and uncover the tower's secrets. But their plan is interrupted when Sayuri falls into a coma and is taken to Tokyo for treatment. By 1999, although their childhood ambitions have dimmed, the three friends remain closely connected. The enigma of the tower and its connection to Sayuri's unusual condition will eventually be revealed.
