Toshiko Kurosawa departs from the countryside and relocates to Tokyo. In the cities, the standing of kogals improved, and even those who couldn't truly be called kogals began referring to themselves as kogals. To establish clear criteria for judging kogals, the government set up an organization called "Kogyaru Sushi" to train kogals. And Toshiko knocks on the door of "Kogyaru Sushi" in Shibuya, aiming to become a fine kogal!
