After World War III, which lasted only 40 minutes on October 15, 1990, 1000 megatons of nuclear weapons destroy most industrial centers. The resulting six-month nuclear winter devastates agriculture worldwide, triggering widespread anarchy and the collapse of governments. Rebuilding transportation and communication networks proves impossible, causing America to splinter into more than twenty separate nations following numerous declarations of independence. Set in 2021, thirty-one years after the war, the story follows Filicia Epstein, a bionics prodigy, who travels to Sabano under the protection of Sergeant Mutou. Her goal is to find her only sibling, Lyon. During her search, Filicia meets 1019, a cybernoid, who leads them toward the mysterious city of OZ, a sanctuary said to have been built by Lyon. As their journey continues, the true nature of OZ gradually becomes clear to them.
