During World War II, Dr. Kaneda developed experimental giant robots intended to fight the Allies, but Allied bombings destroyed the facility before they could be used, killing Dr. Kaneda. A decade later, criminals discover two surviving prototype units, numbers 26 and 27, and employ these remote-controlled robots to commit various crimes. Twelve-year-old Shotaro Kaneda, Dr. Kaneda's son, investigates and learns that the criminals are searching for robot number 28, said to be the most powerful of all. Shotaro races the criminals to find the robot first, encountering Dr. Shikishima, Dr. Kaneda's colleague believed dead in the bombing. Together they prevent Tetsujin 28-go from falling into criminal hands and decide to use the robot to preserve peace rather than wage war.
