The disaster known as "Hammer of Eden" claimed six billion lives and submerged 90% of the world's land. Fourteen years later, the New United Nations was created to pursue peace across the ravaged earth. Keel is a boy living in Yabitsu, a town that prospered thanks to the energy of the nuclear generator brought by the catastrophe. His next of kin, Aoi, holds the position of secretary general of the New United Nations. She regards the catastrophe as an opening for a new world, one in which nations assist one another in overcoming racial and religious differences. However, her vision fails to come to fruition due to the nations' refusal to change. Gould, a military officer, holds the conviction that order can only be established through military force. Commanding the nuclear submarine Ulysses with his crew—among them Keel's brother Tean—Gould stages a coup, declaring war against the New United Nations by attacking Yabitsu.
