A young man plagued by nightmares in which he kills people discovers that these dreams are actually visions, and he is the only one capable of saving a group of superpowered individuals from being hunted down like dogs. Blinkers are a special group with unique abilities; if they happen to kill one another, they can absorb the energy and upgrade their own powers. This has made it common for them to kill each other to enhance their abilities, leading their kind to hide their identities and live alone like dogs. Hyun-gun, a nomad, has also lived in the shadows for the same reason. However, he frequently suffers from nightmares where each one involves him killing someone he doesn't even know. As these delusions worsen, he seeks medical advice from a psychiatrist he encountered a year ago. She was the only person willing to help in an era where superpowers created mistrust among people. Then one day, Hyun-gun realizes that the nightmares are actually real events involving real people being killed, and his ability is to see these occurrences—meaning they are not dreams. It turns out that a young woman named Winna has created a device that can absorb the energy of those with superpowers, and she has been manipulating Blinkers into killing each other to collect their energy. Winna urges Hyun-gun to cooperate, but when he refuses, she sends men with superpowers to kill his friend Hyun-jae. Now those being pursued turn to Hyun-gun for help, hoping that his ability to read the minds of other Blinkers will stop Winna's plans to absorb them.
