In a world completely covered by water, humanity has taken refuge in underwater settlements known as "shelters." A young man named Ur runs a delivery service alongside his childhood friends Meryl and Sivajas. One day, Ur rescues an unconscious girl he finds lying on the ocean floor. This mysterious girl, who calls herself Avi, turns out to be a member of the southern royal family. After a series of struggles, the group decides to escort Avi to the Empire State, setting off on a perilous journey.
