Summary
Shane Caxton is an American black-ops operator stationed in Roanapur, awaiting orders to deploy to Indochina. A veteran of the Vietnam War like Dutch, he adheres to a strict moral code. His unit, Gray Fox, acting under NSA directives, orchestrated the assassination of Garcia Lovelace’s father. This act earned him the wrath of the formidable Roberta, leading to a conflict that ensnares the entire city, involving the Triad, Hotel Moscow, and the Church of Violence. Mr. Chang attempts to evacuate Caxton and his men to prevent Roberta from killing them, as their deaths would spark a war between Roanapur’s gangs and the United States government. Upon encountering the Lagoon Company, Caxton recognizes Dutch and shares information that visibly shocks him. Respected by his peers, particularly Gray Fox’s second-in-command, for his decency and integrity, Caxton serves as an honorable symbol of America. Flashbacks reveal he executed a subordinate who murdered innocent women and children for pleasure, demonstrating his zero tolerance for such behavior.
