Summary
Papaneel is a fishman who resided on Fishman Island during the same era as Otohime. He was initially depicted engaging in theft to provide for his family. When Otohime obstructed his path, Papaneel attempted to shoot her, but she easily dodged the attacks and slapped him to the ground. Following this confrontation, Otohime delivered a lecture on the errors of his conduct. Deeply moved by her concern for his well-being, Papaneel vowed to reform his behavior and set his life on the right track. He made his first appearance in Chapter 621 and Episode 540, with his name being officially revealed on page 216 of the One Piece Blue Deep Databook.
