Genji serves as an Elder of Kirigakure, first appearing in Naruto Chapter #454 and Naruto Shippuuden Episode #199. Having dedicated the majority of his life to the growth of his village, he wields influence comparable to that of the Mizukage. His counsel is essential whenever the most critical affairs of the village arise, effectively positioning him as the law of Kirigakure. In the anime adaptation, when Tsunade extended an invitation for Kirigakure to participate in the Chuunin Exams co-hosted by Konohagakure and Sunagakure, Genji advised against joining. Following Ao's recommendation, he argued that the village should instead concentrate on its internal matters.
