Summary
Takeshi Hirokawa serves as the leader of a cabal of Parasites, a group that includes Reiko and Goto. This organization seeks to accumulate political power to establish safehouses where they can secretly kill and consume their victims. Hirokawa secures the position of mayor in East Fukuyama City, a small town with a population of 500,000 located near Shinichi's hometown, by campaigning on a platform of local environmentalism. In reality, he is a radical environmentalist who believes that the Parasites exist to cull the human population, viewing themselves as being one step above humans on the food chain.
