Summary
Kusakabe is a former lieutenant general and a comrade of Toudou. In an effort to highlight the conflict the Nippon Kaihou Sensen is waging against Britannia, he seized several Britannian citizens and students as hostages at the Lake Kawaguchi Convention Center Hotel. This drastic action drew strong disapproval from both Zero and Toudou.
