Summary
Graham Eberd Noel-Baker served as a junior secretary within the Alliance High Council Secretariat under the Rebelo Administration. Following the New Galactic Empire's occupation of Heinessenpolis at the conclusion of the Second Alliance–Imperial War, Imperial forces requested access to the High Council Legislative Assembly Chamber in the name of Reinhard von Lohengramm. Noel-Baker responded by issuing a formal rejection, asserting that Reinhard, who had declared himself emperor, possessed no legal authority to inspect the facility. He stood firm on this position and refused to withdraw his statement despite facing threats from the Imperial troops.
