As the daimyō of the Land of Water, this ruler played a pivotal role during the summit of the Five Great Shinobi Countries' daimyō. He harbored deep reservations about the proposed alliance, fearing it would grant shinobi excessive political power. His hesitation led the Earth Daimyō to openly question his trust in the ninja of his own nation. Despite these concerns, he ultimately agreed to the formation of the alliance, though his consent was given with significant reluctance. He first appeared in the manga in Chapter 488 and made his anime debut in Naruto Shippūden Episode 218.
