Summary
Fukuro serves as part of the three-man squad that assumed the responsibilities of CP9 while Lucci’s original cell was absent. He is an incessant talker who carelessly reveals top-secret information, provoking angry reactions from Jabura and prompting Kumadori to attempt seppuku, only to save himself by using Tekkai at the last second. Like his CP9 comrades, Fukuro masters the full range of Rokushiki. He demonstrates superhuman prowess with the Tekkai-dama, or super cartwheel, and utilizes Jugong, a specialized killer punch derived from Shigan. It is speculated that his Tekkai is exceptionally strong since he withstood the attacks of the rest of CP9 with ease, though this remains unexplained. Fukuro claims to be a master of Soru and was the first CP9 member to employ variations of the technique. This allows him to move so swiftly that he becomes invisible, comparing himself to an owl that remains unseen and unheard by its prey until it is too late.
