Summary
Caesar Clown, known as "Master" by his subordinates, serves as the primary antagonist of the Punk Hazard Arc and is a former colleague of Vegapunk. Recognized as a mad scientist and the leading authority on mass-murder weapons, he holds a bounty of 300,000,000 beli. He harbors a deep grudge against Vegapunk and displays a pragmatic personality, opting to hide from the Marines rather than engage them directly. He demonstrates strategic thinking by accepting Monet’s assessment that the Straw Hats are stronger than their bounties suggest and seeks Joker’s approval to frame his attacks as accidents. Caesar is also notably economical, choosing to collect, save, and compress poison into Smiley rather than wasting it. Smoker describes him as a "crazy bastard." Highly prideful and possessing a superiority complex, Caesar insists that his creation of the mass-murder weapon responsible for the Punk Hazard incident four years ago was a success, not a failure. Distinct from most Logia users, he keeps his Gasu Gasu no Mi power permanently activated, existing in a partially or fully gaseous state. He is characterized by his distinctive "Shurororororo" laugh.
