
Summary
Youko Kayabuki serves as the newly elected Prime Minister of Japan in the Stand Alone Complex 2nd GIG. She makes her debut in the second season, becoming the nation's first female leader two years after the Umibozu commandos raided Section 9’s headquarters. She reinstates the unit following a deal struck with Aramaki. Politically, the ruling party selected her to signal a shift toward conservatism following the Laughing Man scandal that toppled the previous administration. She was initially viewed as weak, with a Cabinet that prioritized personality over electoral responsibility. Meanwhile, the Cabinet Intelligence Agency manipulated events through the Individual Eleven and the Refugee Crisis to reduce the Prime Minister to a figurehead. Kayabuki’s wisdom in appointing Daisuke Aramaki and Major Kusanagi as personal advisors prevented cataclysmic events during her early tenure. Her ability to control the situation, bolstered by calling in favors during the height of the crisis, solidified her authority. She also demonstrated military clout by using the JASDF to remind land and sea commanders of Japan’s true power both domestically and militarily. Kayabuki becomes a victim of the Individual Eleven and is drawn into Section 9’s investigation. During the refugee crisis, she is arrested for treason after requesting UN intervention, a move not sanctioned by the Ruling Party or the electorate. Her escape from custody, aided by Section 9, thwarts a secret coup d'etat and signals to the American Empire that Japan prefers a Stand-alone status in the international community. She appears briefly in Ghost in the Shell: S.A.C. Solid State Society as the still-serving Prime Minister and immediate superior to Daisuke Aramaki.
