Appearing in episode 43, this Taiwanese detective informs Motoko that Kuze exerted a profound influence on the refugees. He notes that Kuze adopted the alias Roh, a Chinese character denoting tranquility akin to a sunny day, yet also brutality reminiscent of a wolf. Because Kuze carried himself like a ronin who could vanish at any moment, the locals in Taiwan dubbed him Roh. Prior to her departure, he reveals that her flight is delayed until the next day, granting Kusanagi a period of unstructured time.
