Serving as the primary antagonist of the G-8 Arc, he opposes both the G-8 Marines and the Straw Hat Pirates, yet his tenure is defined by a streak of misfortune. He is frequently mistaken for a Straw Hat member, most notably being identified by Usopp as a pirate named Condoriano who has suffered amnesia. Physically, Shepherd has grayish skin and wears his hair in a ponytail. He typically dons official Marine overcoats and purple attire, though Robin steals these garments along with his purple eyeglasses while impersonating him. Although he reclaims his clothes after escaping confinement, he does not recover his glasses. His personality is comparable to that of Spandam. Shepherd wields the Eagle Launcher, a massive portable bazooka developed by Marine Headquarters. He claims its power rivals that of a small battleship, likening it to the talons of a bird of prey. However, he lacks expertise in using it, and the weapon frequently backfires, harming his own men or aiding the Straw Hats. Upon arrival, he is furious at the storm and the lack of welcome, refusing to disclose his rank to lower-ranking personnel. He demands an immediate audience with Johnathan but is denied entry until the Vice Admiral finishes lunch. Determined to relieve Johnathan of command, Shepherd proceeds to the Command Center alone, only to be attacked and hidden by Nico Robin, who assumes his identity. After his true identity is revealed following a commotion in the base, Shepherd is freed and resolves to personally handle the situation when he learns the Straw Hats intend to retrieve their confiscated gold. Ignoring warnings not to underestimate the pirates, he confronts four Straw Hats in the vault with the Eagle Launcher. A handling error causes him to fire backward, and with Robin’s assistance, the weapon is turned against his own troops, launching Shepherd into the air and allowing the pirates to escape. Undeterred, he orders forces on the Pine Peak to intercept the Going Merry at the sea gate. This plan also fails when the ship’s disguise allows it to navigate a current that inadvertently guides it away from the ambush. Fearing he will be deemed a hindrance, Shepherd sneaks away from Johnathan for a final attempt to stop the escape. As the Going Merry becomes airborne thanks to Usopp’s Impact Dial and the Octopus Balloon, Shepherd accidentally shoots the turret aiming at the balloon, further assisting the pirates. He returns to Johnathan to threaten decommissioning, ignoring the fact that Johnathan is Admiral Akainu’s protege. His rant is cut short when Jessica, Johnathan’s wife, punches him unconscious. As the Straw Hats depart and the Johnathans laugh off the incident, Shepherd lies defeated on the ground.
