Summary
The Village Chief serves as the local leader for the region surrounding the Arakawa riverbed. Residing in a nearby pond, he appears to be a green kappa, a disguise that grants him the exclusive authority to approve or deny access to all newcomers entering the area. Despite his position, he frequently feels melancholic due to the discrimination he suffers from humans who judge him based on his monstrous appearance. However, this outward form is merely a costume; he is actually an ordinary human wearing a kappa suit, a fact revealed by the zipper located on his back.
