Summary
Woop Slap, the long-serving mayor of Luffy’s hometown, has held his position for over a decade. He is the first individual to defend Luffy during his conflict with Higuma, despite publicly criticizing the boy’s dream of becoming a pirate and warning that it would bring shame to the village. Later, he tentatively refers to this ambition as Luffy’s "destiny." Although he frequently condemns Luffy’s growing infamy and expressed disappointment when villagers celebrated the latest bounty, he genuinely cares for the boy’s safety, notably pleading with Higuma to spare Luffy’s life when he was a child. His disapproval likely stems from his role as an authority figure who finds it absurd that Luffy, and his father, are waging war against the World Government.
