Summary

Exclusive to the manga and musical adaptations, Sailor Phi and her partner Sailor Chi stand as the most devoted attendants of Galaxia. Phi takes her name from the Greek letter Phi, symbolized by the character Φ. While the duo shares a similar design aesthetic, their attire differs significantly; Chi wears a green ensemble that exposes her midriff and features a long skirt with a thigh-high slit, whereas Phi dons a red outfit that covers her torso and ends in trousers. Both wield staffs topped with sun emblems, which serve as their primary weapons in combat. Additionally, Sailor Phi utilizes a specific technique known as Galactica Plants Blizzard. Functioning as the Starseed Gardeners, or the Garden Crystal Senshi, they are tasked with protecting the starseeds stored in the gardens surrounding Galaxia's palace. Beyond their gardening duties, they act as messengers for their queen, monitoring the performance of other servants and relaying reports on their activities. Sailor Phi makes her debut in Act 45, where she delivers news of Sailor Aluminum Siren’s failure, while Sailor Chi appears subsequently in Act 48. Together, they are responsible for the demise of all three Sailor Starlights and Princess Kakyuu, as well as numerous other victims. Although they are ultimately defeated by Eternal Sailor Moon in Act 49, their actions succeed in significantly boosting Sailor Galaxia’s power before their fall.
