Genzo serves as both the sheriff and mayor of Cocoyashi Village, the hometown of Nami. He acts as a father figure to Nami and her adoptive sister Nojiko, having known their late guardian Bellemere well during their childhood. Following Arlong’s occupation of the island, Genzo worked tirelessly to maintain order, ensuring the villagers remained safe and could afford to pay their extortion taxes. His appearance is marked by a pinwheel attached to his hat, a token he originally used to cheer up a crying baby Nami, who had initially been frightened by his intimidating look. This same pinwheel later inspired one of Luffy’s techniques during the battle against Arlong. Genzo bears extensive scars on his body, inflicted when Arlong ordered Kuroobi to slash him with swords after Genzo attempted to rescue Nami. He nearly met his end due to Arlong’s suspicion that he was hoarding novelty swords, a situation resolved only when Usopp intervened. After Nami departs with Luffy and the crew, Genzo places his pinwheel by Bellemere’s grave, noting he no longer needs it; this gesture inspired Nami’s new tattoo, which combines a pinwheel to honor Genzo with a tangerine for Bellemere. Earlier, Luffy had fixated on the pinwheel during the conflict, ignoring the approaching Navy forces, a moment that highlighted his simple-minded nature. Genzo had previously threatened Luffy to stay away from Nami, a warning Luffy ultimately proved unnecessary to follow. Genzo reappears later, furious upon seeing Nami’s wanted poster featuring her in a bikini, joking that she would attract more suitors than bounty hunters, despite having blown the poster up to house-size and hung it in his own home.
