Synopsis

Within the kingdom of Dowa, a government agency called ACCA was created after a rebellion to keep the peace by providing public services across all 13 territories. A century later, the kingdom enjoys stability, largely due to ACCA's work. However, rumors of an imminent coup begin to spread. Jean Otus, the deputy head of ACCA's inspection division, is assigned to examine every one of the 13 territorial branches. What hidden truths will Jean uncover during this inspection? ACCA: 13-Territory Inspection Dept. is a layered political thriller set in a richly varied world of distinct cultures and ways of life, where the complex relationships between characters and the gradual revelation of the conspiracy form the core of the story.

In this installment

The one-year anniversary of the reformed ACCA administration is approaching. In preparation for the upcoming celebrations, Jean Otus, acting on behalf of ACCA's inspection department, travels across the Kingdom of Dowa to confirm that every territory is prepared for the festivities. Despite this seemingly peaceful period, Jean struggles to bridge the distance with his subordinate, Parrot, who holds deep suspicions that another treacherous act against Dowa is imminent. At the same time, Jean's hectic schedule prevents him from addressing concerns about his younger sister, Lotta, who appears to be concealing something significant. Their mutual friend, Niino, takes the initiative to assist Lotta. While Jean remains confident about Dowa's safety, he aims to ease Parrot's fears before the festival and patiently waits for Lotta to open up.
